[Info-vax] prevent user login during and after startup

Force every user to use SYLOGIN.COM. Define a logical name (/EXEC) that translates to a certain value. Test for the value in SYLOGIN and if it is not set properly log off that user on a TNAnnn: device.
As soon as the system is up you must remember to redefine the logical name of course, but surely your users will let you know :)
