Are there any errors reported with the RIGHTSLIST file and the ANALYZE 
/RMS command?

It would help to explain why do you believe that the RIGHTLIST file is 
corrupt, and what symptoms or errors or problems are being observed.

Clustered?  If clustered, is the same RIGHTSLIST shared by all cluster members?

VMS version, too.  (Some of the older stuff did occasionally have 
errors, and older VMS versions are a good sign of poor system 
maintenance or of perceived or actual external constraints.)

Those don't appear to be particularly unusual identifiers.
