[Info-vax] Booting an Alpha with expired clustering or shadowing licenses

This problem only affects systems which have either clustering or shadowing
enabled and those licenses expired.  Observed most recently on V8.3, but
I am sure this bit with older versions too.

Even with STARTUP_P1 set to "MIN" set during a conversational boot, the
system will close down if either clustering or shadowing is enabled and
the relevant license(s) have expired.

Solution:

In the conversational boot:

SET STARTUP_P1 "MIN"
SET VAXCLUSTER 0
SET SHADOWING 0
SET WRITESYSPARAMS 0  ! (optional)
CONTINUE

and the system will come up to the point where you can apply your latest
Hobbyist licenses.
