Until somebody sorts out the revenues and particularly the profits, 
discussions of developing new technologies — particularly given 
DECmigrate has been around for many years — or plans to port to a 
platform that does not yet exist... seems moot.

Building a justification is no small effort, and this particular effort 
will be difficult for those seeking to keep OpenVMS around given 
there's what is perceived by management as a more competitive 
application already available internally.

Yes, VSI has already stated they'll be providing translation akin to 
DECmigrate.  But translation seems quite unlikely to sway management 
perceptions here, in isolation.
