One thing to check is the versions of DECW$LOGINOUT.EXE present on the 
system.  There should be two:

	SYS$COMMON:[CDE$DEFAULTS.SYSTEM.BIN]	CDE (new) desktop
	SYS$COMMON:[SYSLIB]			Motif (old) desktop

These files should have different creation date/times.
