The Chinese test and certify nothing.  Everything is left to the consumer, even 
quality control.  DOA motherboards are a fact of life these days.

Now, while that sounds bad, perhaps it really isn't.  There are warranties, and 
replacements are rather easy to get.  If you bitch a bit, they even pick up the 
shipping, both ways.  What you do get is very inexpensive components.

One time, I didn't like the temperature a CPU was running.  Returned it for 
another, which ran 20 C cooler.
