We recently ran into a system that had the CDE version of 
DECW$LOGINOUT.EXE in both the CDE and Motif directories.  This caused a 
looping of the WSAn: process, and the repeated appearance of the 
hourglass on the screen.

This sounded like your symptom, but apparently the misplaced file is not 
your problem.
