Most of those still on VMS don't really have any other decent options.  I think 
most look at VSI as a viable path to the future.  If they haven't left VMS by 
now, then I doubt they will leave with the promise of a future that is VSI.

If they are going to not wait around now, then I figure they would leave VMS, 
even if V9.0 was already out and an outstanding success, and the documentation 
and web pages were complete and first class.
