A web browser does require graphics, outside of cases such as Lynx.

Any of the integrated Intel HD graphics that are present on many of the 
recent Intel x86-64 chips — yes, you're fond of AMD here, I know — will 
be more than sufficient for a web browser, and with no add-on graphics 
hardware required.  Most of the HD and the higher-spec Iris and Iris 
Pro integrated graphics interfaces are also openly documented by Intel,

True; that's also about APIs, certificate stores (if the browser 
doesn't have its own), and porting.
