I too think this is a great move...for VSI and for VMS long term
For those getting stiffed of VMS support, and I could potentially be one of them, I still think it's a great move by VSI - VMS needs to be viable again or none of us have a future in VMS anyhow
Sure, if your on the verge of retirement in a few years you mightn't give a dam about VMS beyond your retirement plans but I'm not that fortunate so I have a desire to see VMS last more than 5 - 10 years into the future.
If it means a little less job security in the short term because VSI is soaking up some of the jobs/opportunities but long term will expand and cement the viability of VMS, then so be it
Are these people actually employed by VSI or subcontracted? I don't know. My guess is that VSI will lever them as part of the upgrade to x86-64 as well as have them potentially produce some income from support/performance tuning exercises
Let's hope that in time, as VMS becomes viable again, that VSI direct overwork to others, either through a subsidiary program of sorts or to registered VMS support channels so as to lever some of the amazing VMS talent still out there - if they try and keep this a closed shop then they are going to really piss off a lot of people long term

Yes, I'm sure people will be pissed at this move but what was is the long term future in supporting VMS anyhow without VSI? VMS is dead without VSI growing.
No body ever said the relationship was ever going to be totally symbiotic but I sure hope in time it will be - we don't need another parasitic parent throwing scraps at begging advocates but they need to do what is necessary to be viable first then hopefully there will be food for all?
