Polling the IOSB is documented and supported and works.

As for why?  Maybe lack of time, knowledge, staff, money or interest?   
 Already in an AST?   Code ported from a single-user environment?   
Somebody profiled the code and found some benefit to the approach, as 
could well be the case for some computing in an SMP-based, threaded 
environment?   Or the ever-popular "if it works..." approach to IT?

You might as well try to explain why one of the denizens persists in 
using the nomenclature of a ~35-year-old 16-bit microprocessor design 
to represent the current 64-bit architecture.   It just... is.
