[Info-vax] backup oddity

OK, but why do DIR and BACKUP behave differently here?  And what about 
SET FILE and DELETE and PURGE and SET SECURITY and COPY?  It would be 
nice if all commands processed arguments in the same way (apart from 
having different defaults such as none, ;, ;*).
