You need to also ensure that the customer of static IP can get the ISP
to reverse translate that IP to his own domain and not that of the ISPs.
(and that those IPs are not in a block sent to RBLs as "dynamic IPs that
should never send any mail directly".

Some large cablecos may offer static IPs only for purposes of corporate
firewall rules allowing certain IPs to connect in (so those IPs for
telecommuters etc shoudl be fixed) and not for use of servers with
proper IP reverse translation etc.
