That would be a longword (for APIs and compilations involving 32-bit 
addressing) or a quadword (involving 64-bit addressing), usually zeroed 
before its first use though that's dependent on the API definitions, 
and passed by reference.  There are traditional VMS APIs that use 
similar contexts.
