[Info-vax] Can't get hobbyist licenses from Openvmshobbyist

the key to remember about the VMS Hobbyist programme is that it doesn't really have any funding. So anyone involved, HP employee or not, is doing this in addition to their day job and real life. This means there are delays sometimes and things don't always work.
