Along the same line, if you can guarantee that files from a single source will always be the same format, than the idea I proposed would work as well. Each source site having its own local procedure to "convert" into the required format for VMS.

The key here is consistancy.  As long as each site is consistant, procedures can be created to handle the transfer. Lets not over complicate things either.
