The utilities are written with the expectation that they are called
using DCL syntax with available routines to parse the arguments.

So, if VMS evolves by bringing in a new CLI or cloning DCL and evolve
that clone, one  needs to consider that all the applications and
utilities will need to be invocable by the different CLIs, including
parsing of arguments irrespective of which CLI invoqued it.
