FWIW, DEC AMDS (older) and Availability Manager (newer) are the tools
that are commonly used to monitor and manage a cluster, from outside of
the cluster.

VSI is reportedly updating that package for compatibility with more
recent versions of Microsoft Windows, IIRC.
