The NYU stuff is hopelessly out of date by today's standards.
The last VMS public version I remember seeing there was GNAT 3.12p
(about a decade ago) and that was when the GNAT kit was packaged
as a standalone patch which was integrated into the gcc version of
the day (gcc 2.8 IIRC) by the end user.
It would be a hopelessly useless base for bringing VMS Ada support to
current gcc versions. It would be far better to start with the partial
VMS Ada support which _has_ been integrated into the current public gcc
versions and turn that into something which can actually be built and
used.
The alternative is to have ACT provide a supported VMS x86-64 compiler
just as they have done for VMS Alpha/IA64.
Simon.
