VMS doesn't care whether you think it's in the Hobbyist PAKs or not.

VMS cares whether it can see a licence for DECwindows (or for
a functional equivalent).

There's a simple way of finding out what licences VMS can see.

There's a simple way of finding out what licences VMS thinks it
needs but hasn't got.

It's understood you have other things to do, but you might
want to consider checking what VMS thinks, rather than making
yet another questionable assumption.

If I was a gambling man, I'd bet a small beer that David's
suggestion won't fix your problem. But I absolutely don't know
that for sure, yet.

I do know that David's suggestion can rule out (or rule in) a
possible cause, so it is a good suggestion, one which I don't
remember having been previously mentioned here. Thank you David.
