Which system implementation language (SIL) would you use ?
The reason why everyone uses C for common libraries is that there's a
C compiler (either native hosted or as a cross compiler) for every
environment out there.
This means you never have to worry if the language your library is
written in is supported for the target in question.
Personally, I would have really preferred a Wirth style language to be
the standard SIL instead of C, but C is the entrenched SIL today.
