Or going wider — if you're not on a box that boots glacially — you 
reboot the guest or reboot the box.   The boxes I'm now dealing with — 
current x86-64 hardware, but not particularly high-end boxes, BTW — 
fully boot in seconds.  In ~three years or whenever the port is 
available, that's where OpenVMS x86-64 will increasingly need to be, 
too.

Ayup; you ask the process scheduler to exit and restart the worker 
pool, either en-mass or quite possibly incrementally.  Or is everybody 
still writing their own process control?
