Yes, it certainly was.  Back in the mid-1970s, my employer (Alston division
of Conrac), was a big user of DOS-11.   It formed the base for our products
(telephone toll office line quality testing) before they eventually moved
to RSX-11D (IAS).

I still have some of the manuals, waiting in the queue to be scanned for
Bitsavers, but I do not have any distribution tapes.
