If someone's purchasing decisions have to be compatible with an
Approved Suppliers List generated by a corporate purchasing
department (or Strategic Supply Chain department or whatever),
it's actually probably easier to buy from HP or an approved HP
reseller than it is to buy from a competent company who are
unknown to the Strategic Supply Chain people.

It's not good, but it's reality in a lot of places.
