That's arguably because VMS classically stank at product removals, and 
it's still comparatively weak.

When the OS and the products are more modular, product reinstallation 
becomes a non-issue, and an expedient way to clear disk corruptions and 
to reset local settings.

This weakness will become more apparent if VMS decides to follow other 
platforms at sandboxing and locking down the OS-land, and with enabling 
and allowing — opt-in — online updates.

FWIW, removal and reinstallation is actually the easiest way to sort 
out at least the Apache / SWS morass; cases where the host name has 
gotten embedded.
