VMS has many different file formats, and the one-size-fits-all approach 
where everything (including the user) is a stream of bytes might not be 
the best for VMS.  ZIP/VMS should be the standard way to handle this, 
especially since when transferring a saveset it is probably a good idea 
to compress it as well.  Of course, one could just use ZIP not only for 
the compression but also the container, which has the additional 
advantage that one can quickly extract just one file from it.
