This is an upgrade to the ld/cc/c++/cpp provided by the HP GNV kits.

This fixes several issues with the GNV images and the previous ld_tools kit.

* Fixes /foo/bar/baz.x as foo:[bar]baz.x in IA64 kit.

* Fixes /foo/baz.z as foo:baz.z in both kits.

* Numeric defines are no longer quoted.

The IA64 kit should install on VSI releases (untested by me).


Tested by building cPython 3.6.0a0 development branch.
