Uh, I know quite well about vms_crtl_init.c.  I'm the original author.

However, you can set DECC$ logicals above and beyond what is encoded in the vms_crtl_init.c routine and enable even more stuff.  My systems are down at the moment, but I can show you that bash will start and behave differently if you have various settings of POSIX compliant pathnames enabled when you start Bash.  

That support didn't exist when I first did vms_crtl_init.c.  Perhaps it needs to be extended to establish whatever amount of POSIX compliant pathname support it needs (or can tolerate).
