Since I make heavy use of the EDT keypad layout on both Linux (emacs)
and VMS (EVE) the keyboard emulation needs to be to a very high quality
for me.

As for the PF keys and the arrow keys, the PF keys send the same sequence
regardless of application keypad mode setting.

For the cursor keys, they continue to send the normal cursor key
sequence, even when the keyboard is in application keypad mode, unless
you also use the escape sequence to enable the application mode for
cursor keys (DECCKM; which is not tied to the application mode for
the keypad).
