One can also ask, what fraction of the VMS revenue stream comes

That is as large as the fraction of RMS or EDT users who use VMS.
Irrelevant, in other words, since Rdb only runs on VMS.

Right. VMS on x86-64 *without* Oracle Rdb and "classic" is meaningless
for VSI from a commercial standpoint. A dead-end.
