To answer your specific question, I'm not sure.  But I would propose a different approach:

During the port to the Alpha platform, there were many common practices that needed to change.  Why can't the move to the X86 platform be similar.  Document the changes and provide solutions to address the code that needs to change.

I would think that once the X86 work starts, this can be accomplished.  Changing thing just to change them makes no sense.  But... changing thins to make the system better or more modern is a good thing as long as those with legacy systems have a way to continue to use OpenVMS as well.  This may take a while or require "porting" classes, but at least if there is a mechanism to allow the port, customers should be satisfied.  Also, there should be resources available at VSI to assist in this work. Whether or not this is restricted to porting classes or actual consulting is left for VSI to determine.
