Most customers and most developers starting new applications would not 
target a VT terminal nor a terminal emulation via a serial line or 
telnet or ssh session for new development work, irrespective of whether 
a particular user can get to an interactive prompt or not.   Even in 
cases where there is an express need to "sip" on the available network 
connections, the availability of inexpensive and comparatively massive 
local computing power generally makes it easier to implement a local 
graphical interface and remote network services, rather than having a 
remote server drive a serial line interface — as is the case with your 
OpenVMS application.
