[Info-vax] terminal fallback tables

I'd like to make my own fallback tables to translate character sets (iso-8859-2 <-> cp1250, iso-8859-1 <-> cp1252, ...).
But fallback tables in SYS$SYSTEM:TFF$MASTER.DAT are in binary format.
Is there any TFF description language and a compiler to produce these tables ?
I did not find any mention in TFU doc how to make TFF tables.
Is there any better source of information than TFF driver and TFU source listings ?
