iconv and perl/phps etc do not work at the terminal driver level where
input is transparently converted.

For instance, I had use the TFF for a translator who conected to a
government service that provided old style french characters (2 bytes)
and TFF automatically converted it to DEC MCS to display on the VT
terminals, and when she typed in an accented character, it was
automatically cobcerted to the 2 byte equivalent when sent over the
modem line. (it wa sthe modem line that was set to go TFF).
