[Info-vax] Reloading device drivers on x86-64 VMS

As a first step, the ability to remove disk devices from departed
cluster nodes would be most welcome.

I remember transitioning node "VELO" from my all-mighty Microvax II to a
4000-600 with a 4000-200 and 3100 Vaxtstation in the mix, it because a
very "Interesting" project to maintain the cluster uptime while
constantly renaming nodes to fee up the name so the next node could us
it and rejoin the cluster without impersonating the previous incarnation
of the node which had to be fully forgotten by all other nodes before it
could happen. (same with disk devices).
