If you are talking about files, then you don't want TFF. TFF is terminal
driver level conversions. For files, you want the iconv utility and
there is a help for it, and it supports popular character sets.

However, the actual translation tables may be proprietary to VMS. Not
sure if VMS has the full set of conversions (on unix iconv -l gives a
very long list) but it has the basic ones.
