[Info-vax] Reloading device drivers on x86-64 VMS

Reloading device drivers would need tools to quiesce the driver.

SHOW DEV dev: /PROC would list all processes
SET DEVICE/CLOSE dev: would prevent any $ASSIGN to a device class.

where dev: could be a generic device such as TN instead of a specific one.

This would allow the system manager to progressively end all processes
that make use of such a device. Which would then allow unloading of the
driver reloading and SET DEV/OPEN to get things started again.
