Most any SQL-related database environment does have support for 
interactive SQL queries, yes.

No, the interactive SQL query environment was not what I was referring to.

I'm guessing you've never met Rdb InstantSQL (ISQL).

Rdb InstantSQL is now AFAIK deprecated.

There are similar tools that are now available for other platforms.

InstantSQL made it easy to perform even complex ad-hoc SQL queries, and 
to generate the associated SQL code for embedding or for subsequent use 
via interactive SQL, and the tool could directly execute the query.   
OS X has tools for this purpose, as do other platforms.  Oracle does 
not, AFAIK, still offer one for OpenVMS (though there may well be 
something used for Oracle Classic?) and some of the available graphical 
SQL query tools — tools which I do use — can certainly be aimed at 
remote-accessible databases, including Oracle Rdb and Oracle Classic.  
Or yes, you can construct the necessary SQL yourself, directly, and 
invoke it via the interactive SQL interface that most SQL-related 
databases do support.

If you have old Rdb kits around, the ISQL installation kit was included 
with the Rdb distributions, and the old ISQL kit may still install and 
work.
