The location of group is irrelevant, but its mandate is.  "India" refers
to the group that took over from the "Nashua" one.

HP stopped development of VMS, and handed maintenance over to a group
whose task was just to maintain it for a few years.

After they built 8.4, they knew they wouldn't have to build a new
version again, only issue patches. So code management discipline can
become a bit more lax when you are handling a dead product.
