Not really.

It was the people in the US that decided to dump the VMS development 
group, sent the maintenance to India, refuse to continue reasonable 
development, not port to x86, .....

That is where any perceived fault would lay.  The people in India did 
whatever they were told to do.  No major decisions made there, as far as 
I know, which isn't very far ....

As Clair mentioned, the HP people in India had restrictions placed upon 
them.  Not their idea I'd wager ....

The only question I'd ask, solely out of curiosity, is where are the 
VAX/VMS V7.3 sources and build procedures?  I've seen too many things 
end up in dumpsters.  Sad.
