Few are in a position to assume that the world does not change around
the existing computers and existing software. I certainly have to
assume that the world and the requirements and the expectations will
inextricably change. Most computers are now networked, and
applications are increasingly interconnected.
Most computers are not snow-globes, though. If you do have one of
those rare snow-globe computers, then there are only thermodynamics and
the inevitable heat death of the universe to be concerned with. Most
folks, however, have to contend with internet connections and security
and data integrity, and with changing scales and evolving requirements
and expectations, and with hardware and staff that's aging out. Or as
it is sometimes more succinctly know, bit rot.
