AFAIK, something similar to that work is already underway; a pre-built 
OpenVMS kit for folks to do open source work.

That's why I've been pointing to caching-capable options.   The 
Evernote package works decently well, and can work offline.  All of the 
major eBook readers can work offline, too.

Folks with those interests and those requirements can buy the books 
and/or can provide readers inside the perimeter.

Most universities either have these courses, or seem to want to add them.

The DCL book update was ~six months of evenings and weekends; no small 
investment of time.
