[Info-vax] initial boot after upgrade: keep it simple

After an upgrade, the system is set to do some special tasks when first 
booted.  However, if configured to boot into a cluster, it will do so.  
That's a lot of overhead.

Can I do a minimum boot for the first boot after the upgrade and still 
have the necessary special tasks done somehow?

I think that in the past (it's been a while) I set VAXCLUSTER to 0 
before the first boot after upgrade.  I suppose I could do that now, but 
I'm wondering if there is an easier way.

It seems to me that this special first boot should just do the special 
tasks then shut down again.
