Actually it gets handed to them by upper management which doesn't understand

cheap == hackable

that paying minimum wage to the person setting up the wireless router for the POS terminals isn't a good idea ala Target

that wireless == major financial liability with CC processing. No matter how it is encrypted it can be snooped, stored and cracked at leisure by a BOINC like distributed zombie bot network. If a CC gets processed by it you need a hard wire running back to the collection unit/processor.

Well, wireless == major financial liability now that companies can't just offer a few weeks of "free credit monitoring" and walk away from all liability now. I don't remember exactly what the new penalties are, just that they are high enough to make rolling out chipped cards and new terminals cheap.
