Makes sense. I was just flailing about for anything that seemed
different. The next things I'd try would be:

Add the -v option to ntpdate to see if verbose mode tells you anything
you didn't already know.

Use SET WATCH FILE to see if it's actually finding and successfully
opening NTP.KEYS.

Fiddle with the record format of NTP.KEYS (e.g., convert to stream if
it's VFC or vice versa).
