I was thinking in terms of creating valid permanent file names.

Here is an example, I have a PHP script which scrapes documenst from the
CRTC web site (telecom regilator in Canada). The CRTC provides "all in 1
" style file names that are totally unusable, so I create a file
hiearchy based on process number, company name, and within company name,
the submissions based on type of submission and name of staff who made
submission. (individual go to a company folder called "Individuals"

The text is free form so it often includes weird and funky characters so
those strings need to be normalised so they can be included in a file name.
