Didn't VMS gain the magical ability to automatically kicks in time
changes based on your defined time zone at version 8 or later ?

I recall my Alpha at 8.3 got the time changes done automatically but I
still had to manually do them for the VAXes at 7.3

There is a time zone database which contains the time zone information
and change dates for each region of the world. You would need to check
how you define your logicals at boot to set the proper time zone
location so the system knows WHERE you are and hence knows WHEN to
change time.

There is a command procedure in sys$manager UTC_something  which allows
you to select the right area and time zone.
