It all depends on whether IP Sec for TCPIP Services was so close to
completetion when it was pulled that it is a no brainer to spend the
last few hours to test/productisze it.

On the other hand, if they are considering a full stack change, this may
away the full stack change.

And for those with 3 hands, the 3rd hand has VSI buying an existing
stack from Process which already has IPSec (does it ?).
