He's registered the domain name from a London address. May or may not mean he's British :)

His activity elsewhere has some of the marks of a domain squatter and general Interweb marketing hipster (SEO, affiliate marketing, etc).

But, as you say, why digital.com? Why now? Etc. 

And even - who cares? Where's dec.com these days?
