Bob Palmer wanted to give the appearance he was changing/fixing Digital.
So he implemented lots of cosmetic changes, such as changing executives
around every quarter, changed the "Digital" logo (different red, and
round dot on i) and renamed VMS to OpenVMS.

If posix had truly been strategic, Palmer would have contined to fund
its development to make it usable on VMS.
